It's Kousagi from the short manga extra story Parallel Sailormoon from Takeuchi-san. I believe she is meant to be Chibiusa's older sister but she is smaller and younger because of her sisters time travel? Plus her best friends are the daugthers of the senshi, who look like clones of their mothers?!
Haha such a crazy story but I wanted to draw her. But she came out like an adult and I really didn't know what to do with the background so I kept it white like usually.
